ABSTRACT 

Online Role-Based Access Control (RBAC) is a flexible and policy-neutral access control technology that helps to reduce risk in management system. Role-based policies regulate the access to the information on the basis of the activities users perform in a system. The software was developed to reduce risk, conflict, fraud and stress that are daily occurrence in Tertiary Institutions. It motivates the subordinate to do better and perform well. The driving motivation for Online RBAC is that is a multi access which simplifies security policy administration while facilitating the definition of flexible, customized policies. It provides an approach that allows one to assess the trustworthiness of potential delegates in the context of the task that is to be delegated. This Web-based system called Development of online Role Based Access Control Delegation in Tertiary Institutions was developed to integrate into the existing system and to make use of Staff, students and organizational unit data provided by the Institution. It equally explains how roles (job functions) are delegated to staff of the institutions with permissions. Agile method is used for this project work. Tools used in this work include; Apache Web server, PHP programming language for web scripting, MySQL database engine stores the information needed, Hyper Text Markup Language which specifies the layout of the web pages. All these tools would be put together, to deliver procedures and tasks to be carried out by the end users, which is made up of staff members and students.
